Ex-IPS Harish Kumar, the so-called President of the fake Taekwondo Federation of India  run away from U.P. Police raid at his house’s New Delhi  against Non Bailable Warrant issued against Him for hijacked the Taekwondo Federation of India in 1998.

Harish Kumar is not allowed to attend the  21st Asian Taekwondo Championship in Tashkent,  Uzbekistan.

The Non Bailable Warrants (NBW) was issued against Harish Kumar since the year 2000.  The  Learned Sessions Judge, though granted the bail to the accused Harish Kumar on 23.04.2014, but imposed heavy conditions keeping in view of his absconding attitude, namely the accused Harish Kumar shall surrender his passport in the Trial Court and shall not leave the Country till the conclusion of the Trial.
After obtained the bail on 23.04.2014, Harish Kumar filed instant application on 01.05.2014 for release of his Passport and moved another application on 13.05.2014, prayer to allow him to attend the 21st Asian Taekwondo Championship in Tashkent, Uzbekistan from 25th May to 29th May 2014.
The Session Judge, Lucknow,  on 21st  May 2014  have heard rival submission of learned counsel for both the parties at length and carefully examined the records and observed that the conduct of accused-applicant, Harish Kumar, merely shows that being Ex-IPS officer, the accused-applicant continued to violate Order of the Civil Court dated 20.03.2003 and has, deliberately & Intentionally avoided and did not appear in the proceedings of the complaint case for long period, i.e. about 15 years.  
Hon’ble High Court on 20.12.2013 has asked the Department of Youth Affairs & Sports, Government of India to explain that under what reason and under whose authority amount of Rs: 7 (seven) crore had been granted to the private organization, which is not registered society, i.e. TFI.

Upon considering the facts,  and circumstances of the matter and evaluating factual matrix of the case. The Session Judge, Lucknow  having his opinion that no just and reasonable ground is made-out for modification of the Bail Order dated 23.04.2014 and accordingly, on 24th May 2014, the Session Judge dismissed both the applications  filed by accused-applicant Harish Kumar for seeking permission to  released his Passport and permission to attend in the General Assembly Meeting of Asian Taekwondo Union on 24th May 2014  and attend the 21st Asian Taekwondo Championship in Tashkent (Ubekistan)  from 25th May to 29th May 2014.
